I was thinking more or less the same idea. Maybe if each building had special garrison slots for workers that allow them to repair the building without being exposed? Or perhaps have them be convertible into a militia-type unit that's weaker than the rebel? Aside from that, I just realized that it's absurd how a single worker is somehow the equal of a whole bulldozer, even after factoring in the "low-tech" nature of GLA structures it would make more sense if each worker unit was a team of workers. At least the GLA's workers are useful for base construction and repair. I for one would've at least had the supply trucks be convertible to transport trucks for moving troops.
